In a sternly worded resolution, a bipartisan House majority rejected President Obama's right to wage an undeclared war in Libya without Congressional approval. House Res. 328 passed 240-167 with 14 Democrats joining all 226 Republicans present.
Later though, the House failed to pass a bill cutting off funding for the operation with too many Republicans feeling they could not cut off funding for soldiers in battle. The vote on H.R. 2278 was 180-238
